On the one hand, the National Engineering Laboratory relies on the teaching, research and business resources of its sponsors to cultivate talents through expert lectures, research participation and internship, and on the other hand, the laboratory trains professionals in the field of marine equipment inspection and testing through its cooperation with Qingdao municipal government and Shandong University in building the China NMEI Institute of Shandong University. This institute is located on the Qingdao campus of Shandong University with some laboratories set up under the National Engineering Laboratory on the campus of Qingdao NMEI Group. In the future, the  institute will serve as a leading base of industry-university-research cooperation on marine equipment inspection and testing, integrating scientific research, standards revision, talent cultivation, technology development, technical consultation and testing. It will become a cradle of talents and a bridgehead for research in marine equipment inspection and testing.
