In June 2016, the National Engineering Laboratory for Subsea Equipment Testing and Detection Technology (hereinafter referred to as the National Engineering Laboratory) was approved by the National Development and Reform Commission to have National Marine Equipment Quality Inspection Co., Ltd. as its legal entity, responsible for its construction and operation jointly with China Classification Society, Ocean University of China, China University of Petroleum (East China Campus), Qingdao Oceanic Valley Administration, Xi’an High Voltage Electrical Equipment Institute, Co., Ltd., Offshore Oil Engineering (Qingdao) Co., Ltd., Beijing Institute of Structure and Environment Engineering, Qingdao DMAR Engineering Co., Ltd. and Qingdao Wellsteel Environmental Protection Technology Co., Ltd.
Aiming at problems in China’s subsea equipment industry such as the lack of comprehensive testing technology and a weak technology foundation in quality assurance，the National Engineering Laboratory has built a technology R&D platform to provide systematic test and standardized inspection urgently needed for China’s ocean energy development, supporting the R&D, system integration and engineering of test and inspection technologies, techniques and equipment for the subsea production system, ocean energy equipment and subsea electronic control system.
