On April 7, 2017, the inaugural meeting and unveiling ceremony of the Council of the National Engineering Laboratory for Subsea Equipment Testing and Detection Technology (hereinafter referred to as "the National Engineering Laboratory") was held in Qingdao Oceanic Valley. Zhou Shouwei, vice-chairman of the China Association of Science and Technology and academician of the Chinese Academy of Engineering and other experts were invited to attend the meeting. Officials from the CNCA, Qingdao Development and Reform Commission, Qingdao Bureau of Quality and Technical Supervision, State-owned Assets Supervision and Administration Commission of Qingdao Municipal Government, Qingdao Oceanic Valley Administration and personnel from member units of the National Engineering Laboratory Council also attended the meeting.
At the meeting, Academician Zhou Shouwei, and Wang Jianping, deputy director of Qingdao Development and Reform Commission, unveiled the National Engineering Laboratory, marking the official start of the construction and operation of the National Engineering Laboratory. Subsequently, the first Council of the National Engineering Laboratory was formally established and convened its first meeting. The Council heard the report on the preparation of the National Engineering Laboratory and reviewed and passed several resolutions. During the meeting, officials and experts also discussed the innovation-driven development of the inspection and testing industry.
The National Engineering Laboratory has Qingdao NMEI Group as its legal entity, responsible for the construction of the laboratory jointly with 9 other institutions including China Classification Society, Ocean University of China, China University of Petroleum (East China Campus), Offshore Oil Engineering (Qingdao) Co., Ltd. The laboratory is managed and operated by its director under the leadership of the council, and a technical committee is established as the advisory body. Academician Zhou Shouwei from the Chinese Academy of Engineering serves as the director of the technical committee with Academician Gu Xinyi from the Chinese Academy of Engineering and other well-known experts sitting on the committee as members.
In the future, the National Engineering Laboratory will follow the national strategy of marine power building and "the Belt and Road Initiative", engage in the construction of the "Three Centers and One Base" in Qingdao, carry out key technical research on inspection and testing, formulate important technical standards, gather and cultivate the much-needed talents in technological innovation. Relying on the two national platforms, namely the National Engineering Laboratory and the National Marine Equipment Quality Inspection Center, we will gather advantageous resources to build a "one-stop" platform of quality-assurance technology that meets the industrial needs of China. We will improve the service system to better serve the collaborative development of measurement, standards, inspection, certification and accreditation and support the technological progress and development in China's subsea equipment testing industry.
